Just had a quick look. The pulsing looks like what you get when a camera's auto iris and auto focus cant lock on to a target. It atempts to avoid over exposing one part by closing, then tries to avoid under exposing another by opening. ( It's the reason TV cameras never go on air with auto iris active. At least if the guys in charge know what they are doing!) Add to that broken clouds and the fact the guy keeps playing with the zoom without anything in shot to reference off, would account for the erratic motion.
